With multiple construction contracts and delivery methods like Design-Bid-Build and Design-Build, establishing accurate budgets poses challenges for Cost Engineers due to the reliance on lump sum bids. The presentation discusses a solution for developing a Cost-Model using a Contractor’s cost-loaded construction schedule, cross-coded with Sound Transit’s Estimate Breakdown Structure, and discusses the associated benefits and challenges.
