Owner Organization Readiness: A Checklist for Capital Project Success
Research and evidence show that the main driver for capital project success, or failure, is owner organization readiness.
Poor owner governance, decision making, and communications, cause a “domino effect” to the rest of the capital project process and stakeholders involved.
Even with the best contractors, the best technologies, and abundant funding, a project will struggle if the owner lacks the right people, processes, and systems.
As energy, industrial, and infrastructure owners undertake unprecedented capital construction initiatives, they rely on their PMO and key parts of their organization to effectively orchestrate delivery.
The reality is that, often, owners are not ready. They are not organized or sophisticated enough to deliver new or larger than normal construction portfolios or mega projects. It’s not their core business.
Also, construction owners are facing the reality of not having the expertise, processes, and systems to manage their portfolios, and unfortunately, often they come to realize this when it’s too late.
In this presentation I will share:
- A proven owner readiness checklist with 10 key elements at the portfolio and project level
- The most common owner problems that cause project failure
- The key actions owners must take to prepare their organizations and stakeholders for success

Noé H. Saenz, PMI-CP, OCMP
Noé is Burns & McDonnell’s Construction PMO Services Leader based in Houston.
His team and him help energy, industrial and infrastructure owners to assess and manage complex capital engineering and construction projects, programs, and portfolios.
Mr. Saenz has 26 years of experience in multiple sectors such as electric transmission and distribution, oil, natural gas, chemicals, and manufacturing in the U.S., Canada, and Mexico.
He currently serves as the Chair of the Construction Industry Institute (CII), the premier capital projects R&D organization based at the University of Texas at Austin.
Noé holds a bachelor’s degree in civil engineering and an MBA in project management.
He is a certified PMI Construction Professional (PMI-CP) and as an Organizational Change Management Practitioner (OCMP) by PROSCI.
Noé is the author of the book Design & Build Your Future (May 2023) and in his spare time is a career coach for architectural, construction, and engineering students.
