Presentation Abstract

Estimating is often described as both an art and a science, guided not only by data and calculations but also by timeless principles that influence how projects unfold. This presentation explores the Laws of Estimating — a collection of well-known concepts such as Murphy’s Law, Parkinson’s Law, Hofstadter’s Law, and others — that resonate deeply within the estimating profession.


Through real-world applications and relatable examples, the session highlights how these “laws” illustrate recurring challenges: from time pressures and incomplete information to unforeseen complications and scope changes. More than humorous anecdotes, these principles reveal the underlying realities of project planning and cost forecasting.
Attendees will come away with a deeper appreciation of how these universal “laws” apply to estimating practice, along with strategies for anticipating their effects, mitigating risks, and delivering more reliable outcomes.

Speaker Bio

Andrew Kleimola is an AACE Certified Estimating Professional with over 35 years of experience in construction estimating and pre-construction. He has held leadership roles on both the contractor and owner/consultant side, including serving as a Chief Estimator. Currently, he leads an estimating group supporting major aviation and infrastructure programs nationwide, providing independent cost estimates, validation and reconciliation. An active leader in the American Society of Professional Estimators, Andrew is passionate about mentoring the next generation of professionals.

His “Laws of Estimating” presentation blends industry insight with humor, highlighting the timeless principles that shape the estimator’s craft.
