    good morning Subcommittee, with the virtual 2021 Conference and Expo about to happen I would like to reach out to the subcommittee and ask for activities that we can undertake both near term and over the next several years. I think first off, we can focus on generating Value Engineering and Constructability papers and presentations for the 2022 San Antonio Conference and Expo. Second, there is a need for VE and Constructabilty  Recommended Practices and a Professional Practice Guide. Please get back to me with ideas and desire to be active within the the subcommittee. I look forward to working with you during the upcoming year.

    When I was chairing the AACE VE community, I posted lots of VE information, and requested members thoughts on what they needed, many times ... did not get single answer.
    I'll be happy to share.
    SAVE International just developed a new VE Guide (Body of knowledge) ... however, it's at a somewhat junior level.
    We have conducted Constructability studies with majors many times over the last 20 years.
    We are happy to provide any information and guidance you request.

I envision Recommended Practices around "Value" and the estimating / schedule activities related to VE Workshops.  Also, think about a paper for San Antonio.     Yes, Charles and I Can definitely submit a couple of papers for San Antonio.
    Also, we can offer pre-conference / post conference seminars on using VE / FAST aligned with Cost / Schedule development. (with appropriate PDUs / CEUs)
    Does the AACE normally offer such seminars either side of the conference.   We can do these in-person or online.

    Hi Douglas,

    I'm not a VM/VE expert or practitioner.  My expertise is much more on the Project Risk side, but there is obviously a huge potential for benefit in integrating the two approaches.  All the material I have seen on the interfacing between the topics basically talk about it, but doesn't provide useful guidance.

    Over the last couple of years I've noticed how common it is for projects to not have well-defined objectives or an idea of what the benefit (value) is that is supposed to be realized by a project.  This necessarily results in the poor focussing of risk assessment activities and I'm sure it must also be detrimental for any VE & VM practices.

    I'm willing to try and help where I can, but suppose I'd be better able to add value on the aspects which share some commonality and potential interfaces with DRM practices.

    Martin, your help will be much appreciated. I agree with you that risk is very integrated with value. It is getting more common to participate in a risk workshop before a VE workshop. one definitely sets up the other. Your risk background will be of value to the subcommittee.

    good afternoon James, contact headquarters and Teri Jefferson can help you with forms to request teaching a course at the conference and expo. I have no inside info but would expect that the 2022 Conference and Expo will be in person in San Antonio. The idea of presenting a paper is also much appreciated. We need to make value more visible for AACE members.

    One relatively straightforward activity would be to create an AACE Professional Practice Guide on Value Engineering and Constructability.

    There are a good number of articles published in this area in the virtual library - what is needed is an experienced individual to organize these articles into a reasonable framework.

    Recently, we updated RP30R-03: Implementing Project Constructability. (attached).

    This RP discussed Constructability referring to the U.S. Army Corps of Engineers (USACE), Engineer Regulation 415-1-11: Biddability, Constructability, Operability,
    and Environmental Review, Department of the Army, Washington, D.C., 2013.

    Could additional RPs (or appendices to RP 30R-03) for Biddability, Operability, and Environmental improvement processes?

    You're probably aware, recently Rob Stewart chaired a significant work of dozens of CVSs to develop the new VM Guide. Described thus :

     

    "The SAVE International Value Methodology (VM) Body of Knowledge (VM Guide) is the definitive resource for the theory and practice of value improving techniques. This essential guide serves as the foundation for SAVE International's standards of practice and professional certification program.

    In it, readers will find a wealth of information regarding the underlying process, known as the VM Job Plan, as well as guidance on the application of techniques that support the performance of VM Studies. This volume also includes practical guidance on facilitation techniques as well as the creation and management of VM programs."

    It's a guide targeted for new Value Engineering practitioners.  Perhaps developing a new separate RP may not be required.   However, the VM Guide does not delve in to the potential intricacies and opportunities for FAST diagramming and Schedule / Cost development and alignment with P6 or MSP for example.   And does not cover LCCA, or Cost Risk,  in depth as applied to VE / VM Analyses/Development Phase  in depth.
