AACE International Recommended Practice 138R-25 (“Introduction to LCC Analysis”) and Implementation Strategies for the Domestic Construction Industry

AACE International recently published Recommended Practice No. 138R-25, “Introduction to LCC Analysis.” Revised in February 2026, this practice is noteworthy in that it presents LCC analysis not merely as a technique for economic feasibility analysis, but as a decision-making tool spanning the entire life cycle—from investment decision-making to project development, value management (VIP), and asset management.

In particular, this guideline is directly linked to strategic asset management, investment decision-making, asset cost accounting, cost estimation and budget management, and Value-in-Process (VIP) within AACE’s Total Cost Management (TCM) framework.

In this seminar, we will introduce the key contents of the newly published AACE 138R-25 and the LCCA implementation framework, and by reviewing South Korea’s current LCC analysis system and potential improvement measures, we will explore how these can be applied to South Korea’s construction and infrastructure industries.
