A good estimator is difficult to find.
Not all take-offs can be done by software. To interpret what field condition will apply in what case requires good judgement.
Not all pricing can be done by software. To price a unit of complete work requires development of crew. You have to develop a crew find out the prevailing wage for the location. Determine the productivity. Then price the labor element of the unit.
The material cost for a unit is not the available market price alone. A unit of material could be a composite of more than one material unit.
The equipment cost i.e. the cost of construction equipment required for that unit. It's not enough to know the the cost per day of a backhoe for digging a trench. The field condition should be ascertained. Is the soil rock, clay, sand?
And all this that I've spoken about is for good drawings. Bid documents.
Conceptual estimates are a different ball

​I completely agree with the view point. Its just not MTO's and then costs. In bigger projects the game is different.  You would be surprised as to how many aspects of projects are left out by the projects engineers during the pre feed stages. It become very difficult to make them understand as everyone is looking to optimize the cost.
