Dave Kyle (CCP, CEP) will be presenting his Technical Paper EST-3855 on False Estimate Accuracy, providing an introduction to understanding estimate quality and its relationship to accuracy. Understanding true estimate accuracy is critical in determining if the estimate meets client expectations and is suitable for the intended purpose.

 

This presentation examines and discusses the foundations of estimate accuracy, and common misrepresentations and misconceptions of it. A strong understanding of the foundations of estimate accuracy enables the estimate reviewer or recipient to better understand an estimate's true accuracy.

 

Some incorrect practices to be examined are:

- Creation of deliverables to estimating based on conjecture instead of sound engineering design;

- Incorrect use and presentation of historical data; assumptions used in place of a sound execution plan;

- Incorrect use of factors and allowances; improper understanding of uncertainty and contingency; and

- A lack of supporting benchmarking.

 

The Speaker:

Dave Kyle (CCP, CEP) Kyle is the owner of CE Optimize, a cost engineering optimization consulting company. He is also the Estimating Manager for Canadian Natural Resources Limited (Canada's largest oil and gas company) in Alberta, Canada. 

 

Dave has eighteen years of industrial estimating experience, twenty one years of electrical construction/management experience in the mining, forest, and oil industries, and forty+ years of leadership experience. 

 

Dave has been a regular AACE International presenter since 2016, is chair of the AACE Estimating Committee, is the prime contributor for 3 AACE Recommended Practices, and contributor to 5 others.  Dave participates in individual coaching and mentoring, and has developed and implemented an extensive in-house training program for CNRL staff centered on AACE standards and procedures.

 

Dave is a Certified Estimating Professional (CEP), a Certified Cost Professional (CCP), and a Master Electrician. In 2019, Dave was awarded the AACEI TCM Excellence Award which is given to members in recognition of their contributions to AACE through a technical subcommittee, who has been instrumental in the development of technical products such as recommended practices, professional practice guides, or other technical writings directed to the advancement of total cost management.
