Good work team. I have a fundamental concern that this is two RPs combined; one documenting what capital project system is comprised of, and another a maturity model for that. Unfortunately, the first part is unsupported by reference or analysis and not well connected with TCM. My comments including suggested approach is attached.

I looked to see if this document aligns with or contradicts industry standards that I have come across, so may not be comprehensive, it does. I have attached as general comment as the document is mute on other publications but aligns with general intents and principles, which IMHO is good approach, not to be tied directly to one or another other references.
