    Attached is an Excel file identifying most components of CSU for Specialty Chemical Plants. Again, I'm not sure how to tie this into the Appendix but will do so if you can extend the deadline. 

    Aspects of commissioning occur in pre-mech completion capital costs such as vendor testing, etc. The definition of Mechanical completion varies considerably depending on the users perspective. Commissioning often starts pre-MC, but start-up always occurs post-MC.  For CONSISTENTCY IN ESTIMATING AND PLANNNING, CSU is grouped together and is based entirely on the CSU plan which includes all aspects of the entire "Ready for Operations" Stage. 

    'NOTES: 1) pre-commissioning costs associated with construction is capitalized and identified elsewhere in the estimate.
                   2) The project captures the cost for temporary staff as needed to support the project. The estimate doesn't include any costs 
                       associated with permanent staff for operation and maintenance of the plant.
