    Attached is an excel file checklist of Owner's costs. Not sure how to tie it into the Appendix but will do that if you can extend the deadline. 

    The categorization of "Owner Costs" varies significantly from one business unit to another, depending on resources available to do the work. IPA indicates the Owner saves cost and time utilizing internal sources, but in reality, very few firms have the internal sources to support any project 100% within it's ranks. Some projects are staffed entirely by existing or supplemented plant management staff, some are staffed from a central non-local staff, some are outsourced, and some are a mix of any or all of the above. 

    1) The typical Owner staff is comprised of professionals as determined by business unit / corporate guidelines. Although all functions are required to serve a specific purpose, some staff are mandated for non-specified purposes.  Additionally, some firms charge their upper management's time to project costs either direct or indirectly through project staff rate cost adjustments. 
    2) The project captures the cost only for temporary staff as needed to support the project. The estimate doesn't include any costs associated with permanent staff for operation and maintenance of the plant.

    The attached checklist is designed to allow the project team and Owner identify the components that need to be included in the estimate.
