Front-End Loading (FEL) Assessment for Capital Projects - Yuteck Chuong PE CCP PMP

Abstract:
  
A Front-End Loading (FEL) assessment for capital projects is a structured, phase-gated process by which a project team translates a business opportunity into a project scope of work before the EPC execution phase.  Research from Construction Industry Institute (CII) and Independent Project Analysis (IPA) shows that the completeness of FEL leads to better cost, schedule, operability, and safety outcomes.
CII has developed a Project Definition Rating Index (PDRI) suite of tools for industrial, infrastructure, building, mining, and manufacturing & life science projects. The elements of PDRI measurement are basis of project decision, basis of design, and execution approach. IPA has FEL suite of tools for process, petroleum, building, mining, turnarounds, revamp, and pipeline & terminal projects. The elements of FEL measurement are site definition, engineering definition, and project execution plan.  
This presentation shares the key steps in FEL assessment and lessons learned in using CII’s PDRI and IPA’s FEL tools for capital projects.
  
Bio:
  
Yuteck is a Senior Estimating Manager at Kiewit Energy. He is a project management professional with over 30 years of global experience spanning project management, engineering, estimating, and benchmarking across EPC and owner companies including Kiewit, Albemarle, ExxonMobil, Shell, Chevron, and BHP. His international career includes assignments in the USA, China, Malaysia, and New Zealand, bringing a truly global perspective to cost and estimating best practices.
 
Yuteck holds a first-class honors bachelor’s degree in mechanical engineering from University of Canterbury, New Zealand and an MBA (Technology Management) from Deakin University, Australia. He is a registered PE in the state of Texas and Arizona and is certified in CCP and PMP.
