unfortunately, but for valid reasons, the industry never defined a baseline for such an assessment because too many variables are at play, starting from the quality anc accuracy of the information provided to those executing FEED.

More recently, an interesting paper was published that offers what they describe as a novel approach https://www.emerald.com/insight/content/doi/10.1108/ECAM-05-2022-0418/full/html
