I see RSMeans used a lot in the US government  sector with mixed results. The Estimator must dig into RSMeans and really work for the estimate. Factors like confined space, over head work, etc are a big part of adjusting the basic installation costs. But it's a starting point that the government will use to help determine reasonableness.
