    The Department of Energy (DOE) recognizes the value of robust project management for achieving exceptional results. As part of this commitment, they've adopted the innovative Integrated Project/Program Management (IP2M) Maturity and Environment Total Risk Rating (METRR) developed as part of a DOE-sponsored Joint Research Study let by Arizona State University (ASU).

    The IP2M METRR Difference

    Known as the "IP2M meter," this tool offers a distinct advantage over traditional assessment methods. It combines both the technical and social aspects in the implementation of an Earned Value Management Systems (EVMS). The IP2M METRR evaluates the entirety of the project environment, considering critical factors such as:

    • Project Management Maturity: The IP2M METRR assigns a quantifiable maturity level to an EVMS, providing a clear benchmark for improvement efforts.
    • Project Environment Assessment: This component delves into factors that can influence the effectiveness of an EVMS, such as organizational culture, resource availability, and communication channels. This assessment, though not issuing formal findings by DOE, offers valuable insights to project teams.

    Thanks Patrick,

    This is a great post.  I have worked with this and find it to be very useful for the assessment of how well EVM is used in the organization.  I like the idea of a maturity of an organization as opposed to correct or not.  We are working with this model quite a bit.  Is anyone else using this model?  How does it work in other organizations?  -Can you use the METRR for non-compliance programs?

    Just got into this as a result of Michael Marcell's excellent presentation at the 2025 AACE Northeast Symposium last week. Patrick, you left out the good part: IP2M METRR measures your project control capabilities on a 1000-point scale, tells you how likely you are to experience cost and schedule overruns, how bad those overruns are likely to be, and shows you what to fix in order to perform better. That is powerful stuff, and the basis for continual improvement!

    There is so much that can be captured from an assessment using METRR even for non EIA 748 programs.  The major challenge in using the EVM criteria as standard corporate practice for performance management is that companies do not know how mature their existing people, processes, technology, and data are.  This model gives a great baseline for companies to assess against, and also to monitor progress against.  There is a clear road map to maturity.  This addresses the interpersonal relationships for all stakeholders and how this influences the performance of the contracts.
