There is so much that can be captured from an assessment using METRR even for non EIA 748 programs. The major challenge in using the EVM criteria as standard corporate practice for performance management is that companies do not know how mature their existing people, processes, technology, and data are. This model gives a great baseline for companies to assess against, and also to monitor progress against. There is a clear road map to maturity. This addresses the interpersonal relationships for all stakeholders and how this influences the performance of the contracts.

Patrick, you left out the good part: IP2M METRR measures your project control capabilities on a 1000-point scale, tells you how likely you are to experience cost and schedule overruns, how bad those overruns are likely to be, and shows you what to fix in order to perform better. That is powerful stuff, and the basis for continual improvement!
